It is located south of Ajaccio's old town, at the city's harbor, directly on the Mediterranean coast. The fortifications were built from 1492 under Genoese rule. They were intended to protect the city from sea attacks. In 1502/03, a moat with a drawbridge was built, and the city wall around Ajaccio was completed. During World War II, the citadel was used as a prison. At the west entrance to the citadel is a monument to the French general Pierre Lelong.

Paoli spent 47 years of his life in exile, but his impact on Corsica remains unmistakable today. Corsica's only university, in Corte, is his work. The current flag of Corsica is also his initiative; he introduced it in 1762.

He was a Corsican revolutionary and resistance fighter against the French. He was no friend of Napoleon Bonaparte. Born in 1725 in Stretta, Corsica, he died in 1807 in London. On his way to England, Paoli was received and honored throughout Europe as a hero of freedom. He met, among others, Joseph II and Goethe, who later described this encounter in "Poetry and Truth."

Paoli fought against the Genoese and gave Corsica a democratic constitution in 1755. He founded the university in Corte and created the Corsican flag with the Moor's head. After the French defeated the Corsican army in 1769, Paoli went into exile in England. The Corsicans affectionately call him "Babbu di a patria" (Father of the Fatherland).
