The Rhine flows through the city over a length of 42.1 kilometers. The left bank of the Rhine is part of the Neuss district for 33.2 kilometers.

In the 18th century, the first staff level with a scale in Rhineland foot measurements was erected on the shipyard wall in Düsseldorf. Since 1872, the water level has been indicated in the metric system. In 1902, the Art Nouveau level tower with a float level was built at the current location. In the gauge house there is a vertical shaft down to the lowest point of the river bed. According to the principle of communicating tubes, the water level in the monitoring tube is just as high as that of the Rhine. A float in the level pipe controls the pointers on the dial of the level meter via a deflection gear. In 1954, a compressed air gauge with remote data transmission was also put into operation.
