Difficulty greatly depends on the strength of the sea breeze as you go northwest. We did it with E-bikes and needed power even for some downhills due to the wind.

We started this earlier along the coast at Rodeo but found ourselves in the midst of oil refineries and high speed car traffic. Best to start in Crockett, or if you want to avoid cars altogether, start at Greg Miller Park where bicycle-only road begins. A lot of up and down, but with electrics there's no problem.
