Today I tried to do this route, and it turns out that at kilometer 21.8 you reach a point where there's a house and they've put up a gate with a padlock that prohibits passage. I'd say it's illegal, but I don't know what to do. I had to turn around and go back the way I came. I don't recommend doing this route.
