The Ratsmühle is in tourist hibernation, it doesn't deserve it. I rediscovered this area last year and am very impressed. Two old water towers (water art) from the middle of the 15th century still stand. One here at the Ratsmühle, the older one at the Abtsmühle (the gate to the "Brausebrücke").
I found two links that describe the development of this mill well:

This could change with the new “Museum Lüneburg” building, the conversion of the old Nordlandhalle and the proximity to the water tower.
This area was the dirty corner of Lüneburg's center. Thanks to the new buildings and renovations, this corner is getting a new look and is magical in the summer. The new “Museum Lüneburg” has a terrace where you can enjoy the whole thing with coffee and cake. It is now possible to walk around the whole thing again. Discover it yourself.

Near the venerable St. Johannis Church and in the shadow of the Lüneburg water tower is one of the most important architectural ensembles on the Lower Saxony Mill Road: the Lüneburg Ratsmühle, which looks directly onto the Ilmenau rushing past. The entire mill complex, which was mentioned as a mill site as early as 1319, once belonged to the state government, like the city's two other water-powered grain mills, Abtsmühle and Lüner Mühle.

The mill complex was mentioned in writings as early as 1319. The council mill later provided the city with grain. Today the individual buildings of the Ratsmühle are used both privately and commercially.

In 1332, the mayor of Lüneburg, Albert van der Molen, acquired the council mill from the dukes Otto and Wilhelm for 500 marks of “soldered silver”. His sons Ditmer and Johann later sold it as an inherited fiefdom. From 1407 onwards, the loan was transferred to the city council of Lüneburg, thus ensuring the supply of grain. Over the course of the following centuries, a busy mill business developed, which included two grain mills and was also used as a fulling, loh and bagging mill as well as a paper, oil and grinding mill. Starting in 1782, three water wheels set a beam in motion, which was named after its designer, the Hamburg master builder and later Lüneburg city architect Ernst Georg Sonnin (1713–1794). Afterwards, a total of twelve wheels ensured that the clattering of the mill could be heard throughout the city until the middle of the 19th century. After dismantling, a model of the beam structure in the German Salt Museum still shows its function.
The Ratswasserkunst tower had already been built in 1572 by the Ratswasserkunst-Gesellschaft, which had been founded four years earlier. A water wheel from the Ratsmühle drove a pumping station, which transported the cool water to the upper floor of the tower in order to supply the city with Ilmenau water via pipes. The simple half-timbered building has now been converted and is rented out by private individuals as a charming holiday apartment.
