The old state parliament is on Theodor-Tantzen-Platz. That fits, because Tantzen was the first Prime Minister of the Free State of Oldenburg, which was founded on the territory of the former Grand Duchy after the end of the First World War. However, the old state parliament was inaugurated together with the neighboring state ministry as early as 1916. That was high time, because the Grand Duchy of Oldenburg had had a parliament since the middle of the 19th century, which, since 1848, had met temporarily in military buildings on the Pferdemarkt.

In 1916, the State Parliament of the Grand Duchy of Oldenburg was inaugurated after a construction period of almost four years. The construction of the state parliament building was preceded by an ideas competition in which the architect Karl Wiener, among others, received first prize. The initial plans were not implemented. Instead, the design by the Stuttgart architect Paul Bonatz was implemented five years later.
