Crossing the street bridge over the two arms of the small canal and passing the Parc Jouvet (have a quick look inside, it's lovely) is the best route from downtown Valance to continue on the EuroVelo 17 ViaRhôna south. The small passage under the river highway is not shown on the Komoot map, but on OpenCycleMap, and the bike trail is signposted.
