The rich facade is almost entirely made of blue limestone. The disappeared interior was also certainly luxuriously decorated. The name of the villa refers directly to the Antwerp builder, Baron Cogels. This baron had this building built as a country house on the coast, around 1900. The architect signed his design on the facade plinth: CDR Trooff. The floral whiplash motifs on the decorative railings of the balconies and the ceramic tiles on the upper floors are clearly inspired by Art Nouveau.
