The town hall was created over the course of several centuries by continuous expansion. Already the seat of the Roman administration was at this point. The Guildhall built the guilds 1407-1414 as a sign of their victory over the patricians.

Cologne residents and art historians all over the world associate the Cologne Town Hall with the Town Hall arcade in particular. The Town Hall porch, built by Wilhelm Vernukken between 1569 and 1573, is considered a typical example of Renaissance architecture. At set times, the city council came to this representative place for its "morning speeches" to announce the latest decisions to the citizens. A relief on the parapet of the upper floor shows the legendary fight between Mayor Hermann Gryn and a lion. His victory over the lion symbolizes the victory of the citizens over the church in the struggle for control of the city.

The Cologne guilds had the Town Hall tower built between 1407 and 1414 after they had deposed the patricians in 1396 and created a new city constitution with the Charter of Association. No fewer than 130 stone statues adorn the 61-meter-high late Gothic tower.
Figures from Cologne's 2,000-year history are immortalized here. With every hour of the town hall clock, the "Platzjabbeck", a carved wooden face, sticks out its tongue.

When the town hall was being rebuilt, remains of the Roman Praetorium were discovered,
which can be visited today. The Praetorium was the seat of the Roman governors of Lower Germania and later of the kings of the Ripuarian Franks.
The fate of Cologne has therefore been controlled from here for 2000 years.

The modern "Piazzetta", a 900 square meter large and 12.60 meter high hall,
forms the spatial center of the building complex, around which the other
buildings are grouped: to the west the Hansa Hall and the arbor, to the north the town hall tower
and the Löwenhof, to the east the mayor's representation and office rooms and to the south the administration wing. In the "Piazzetta" the monumental "Cloud" by Hann Trier floats as a free-hanging ceiling painting.

The Hansa Hall from the 14th century, formerly the meeting place of the Hanseatic League and later the courtroom and representative place of the council, was restored to its high Gothic form after the war. The sculptures of the "Nine Good Heroes" on the south wall are opposite eight prophets on the north wall, which formerly decorated the adjacent prophets' chamber. Melchior von Reidt made the inlaid portal and the council seats for the Senate Hall on the first floor of the town hall tower around 1600.
