The Estonian Parliament meets in the Upper Town, and several embassies and consulates are also located here. Even in the Middle Ages, Toompea Hill was home to the religious and political elite, while the merchants' economic power was gathered one floor below in the Lower Town. Today, the Upper Town is primarily a tourist destination, offering not only interesting buildings but also beautiful views of the Old Town, the New Town, the harbor, and Tallinn Bay from several observation terraces.
