Toompea Castle was built on the sunken foundations of the east wing of the Toompea Fortress built from the 13th to the 14th century. The castle with its late Baroque facade was built 1767-1773.
The story of Toompea is the history of Estonia's rulers and their power. Each ruler has built and secured this place according to his needs and wishes. Today, the Parliament of the Republic of Estonia works here, and the Estonian blue-black-and-white flag - the symbol of the independent state of Estonia - blows on the 45.6-meter-high tower of the Long Hermann.

The castle was built between 1767 and 1773. Today the Estonian Parliament meets in it. At its southwestern corner is already built between 1360 and 1370 and in the 16th century on more than 45 m aufgestockte Hermannsturm, on which the Estonian flag blows during the day.
