Around 1920, more plots were given to citizens willing to settle there. The new municipal gardening center near the forester's house provided jobs in this structurally weak area and community life gradually developed on the city limits. The "Pfennigverein", which was entered into the association register in 1927, wanted to use donations to push for the construction of a church in this new part of town. In 1928, this association, without which the construction of the church would probably not have been realized, began its fundraising activities.

St. Mary's has been part of the joint parish of St. Michael Papenburg since January 1, 2014 The planning and preparations for the construction of St. Mary's Church took more than three decades. The church on Birkenallee was consecrated in 1957 in a pastoral district established four years earlier. Almost 60 years later, the independence was revoked. The construction of the church, which was established as the third Catholic church in the Emsstadt alongside St. Antonius and St. Michael, was made possible mainly by the willingness of the settlers on the southeastern outskirts of the city and later residents of this district to make sacrifices. The first settlers settled here at the end of the 19th century on the border with the municipality of Börgermoor, where in those days raised moor, heath and desolation shaped the landscape and determined the hard life of the pioneers.

The tower in front of St. Michael's Church is a replica of the Riga Lighthouse. It was built in 1848 and is a landmark for the upper end. Its story may sound strange, but in 1860 Papenburg sailors are said to have moored in the port of Riga. They liked the tower so much that they had it rebuilt in great detail in Papenburg. The tower in Papenburg serves as a memorial to the dead and missing from World War I and II; the tower in Riga no longer exists.
