The three-wing building in the style of the German Renaissance was built from 1905 to 1906 under the direction of Ludwig Bopp, a representative of the Munich School. The central building, in which the council chamber is located, was built from local dolomite limestone. It is characterized by a columned portal, two gables and a high hipped roof with a viewing lantern. A wing in the Bergisch Sitl with a half-timbered upper floor and a simple plastered building with a southern German influence were added to the sides, which is decorated with a sundial and a mural with a view of the city around 1800.

After only 15 months of construction, the building was inaugurated on September 22, 1906 - on the 50th anniversary of the city's elevation. It is divided into three parts. The impression that there are several construction phases is deceptive.
• The main part in the middle is built with dolomite limestone. The hipped roof is crowned by a viewing lantern with a hood roof. The dominant feature is the large windows that point to the old council chamber behind it.
• The right side is dominated by half-timbering and has a bay window.
• The left, slightly recessed plaster building presents a mural with a view of the city from 1800 and a sundial.
