The tower is a tunnel ventilation, it was responsible for the ventilation of the tunnel below. To evacuate emitted pollutants and replace them with fresh air. (I have no idea if it is still in operation today.) Another aspect was at least the smoke extraction from the tunnel system to save lives.

This is a ventilation shaft of the railway tunnel underneath. I drove regularly in the 60s with steam locomotion from Dortmund to the grandparents in Iserlohn, there was always powerful black smoke or steam in the tunnel, which would probably not be deducted without ventilation shaft.
Once on a walk during these years, I was also able to see the smoke from the shaft "live".
