If you arrive in the morning the gate is in the water because it is high tide. If you were on Mount Misen and returned to the gate in the afternoon, the tide was low and you could walk underneath it.

A must see, especially on a high tide. it gets renovated until 2022 though, so it is enclosed by scaffolding.

At high tide the shrine and gate seem to float above the water, this is certainly the time when it is most picturesque. At low tide, the water flows from the bay. Here you can take the opportunity to see the gate up close.
