La scalinata, simbolo delle libertà comunali, fu eretta a Sart nel 1457 o 1458 sotto l'amministrazione del principe vescovo Luigi di Borbone. Sart era allora una delle cinque fedi del Marchesato di Franchimont che dipendeva dal Principato di Liegi. Era ai suoi piedi che venivano proclamate leggi e regolamenti, era anche lì che venivano pronunciate le sentenze e venivano applicate alcune sentenze.
