The search for a suitable salt dump began at the end of 1973. A repository for all types of radioactive waste in a salt dome was planned (and still is today).
24 salt domes were considered.
The also planned nuclear waste disposal center should also be built at the site of the repository. The federal government commissioned the company KEWA (nuclear fuel reprocessing company) with the search for a location.
On July 1, 1975, KEWA proposed three salt domes in Lower Saxony for closer examination: Lutterloh in the Südheide, Lichtenhorst in the Lichtenmoor and Wahn in the Emsland.

Citizens' initiatives from Südheide, Ostheide and Uelzen were formed.
A choir from Lichtenhorst sang their song "Lichtenmooritat" at that time.
In it it says in the refrain: "Mori, morei, Moruschkaka, dat thing don't come here; mori, morei, moruschkaka dor sett wi us dew weir!"
BI Südheide significantly supported the establishment of BI Lüchow-Dannenberg after the Gorleben site was named on February 22, 1977 and also took part in the organization of the first larger demonstration in Gorleben on March 12, 1977.
