In addition, there was an effort to close these cemeteries as soon as possible in the interests of expanding urban development. In 1863, the Vienna City Council decided to establish a central cemetery, far outside the city and so large that its capacity would never or only in the distant future reach its limits. At the same time, the Church's sole responsibility for burial sites was abolished; this paved the way for a community-administered (and financed) cemetery.
