    Almost a case study in urban decline in what should be a thriving jewel near the booming San Francisco Bay area, much of historic Downtown Vallejo is boarded up & closed for business.
    Many windows in empty stores were kept at a minimum interesting by art displays since 2016. Seems they reached their goal of "keeping downtown vibrant" (ok, less dead?) with art that has graced the windows of Vallejo for 5 years. New businesses have been moving in and the number of empty windows is smaller as of 2019.
