In the late 1980s, the Cold War relaxed; The Federal Government decides in 1989 that the bunkers of the Länder and other levels of government are no longer absolutely necessary. With the dissolution of the Warsaw Pact in 1991, it is clear to everyone that the Cold War is over. On January 19, 1993, the purpose of the alternative location NRW is abandoned by a Cabinet decision and secrecy is lifted. North Rhine-Westphalia has no other use for the underground bunker, it should therefore be sold. The bunker administrator maintains the bunker on his own initiative, so that it does not come to damage and vandalism.

In 1995, the businessman Claus Röhling wants to buy the bunker in order to set up a laboratory for the measurement of interfering radiation. Electronic devices must be checked for compliance with the permitted interference radiation before they can be put on the market. The bureaucratic hurdles mean that almost three years pass before the contract of sale can be concluded. In these three years more than 100 companies have established themselves in Germany who can make such measurements. The market is covered. Now the bunker is bought, but the business idea has become superfluous.
