The Krupp family had the four entrances to the park and Villa Hügel guarded around the clock. Every visitor had to show a pass at the gatehouse - a measure that was due to the family's need for undisturbed privacy. Because within a few years, the admission control to the "paradise hill" had become a problem - not only because of the constantly growing number of employees on the hill, which had grown to 650 by 1914. More and more Essen citizens were also driven out of the stuffy city districts to take a walk on the green hills in the fresh air.

For this reason, in 1896 Friedrich Alfred Krupp issued a “Circular” that regulated exactly who was allowed to enter which part of the facility and when. Thus, in addition to the employees, their family members were also allowed to go for a walk in the hill forest.
