Esens is a planned medieval town: a square of streets around the mighty church square, a street market square in the southwestern street and a mighty dominating building on the east side of this market. However, this building only became the town hall in 1965. We have no written evidence of the early days of the town. But a lot can be read off this house. Along the market side it rests on a mighty medieval vaulted cellar, which was certainly built in the early days. Traces of Renaissance masonry from the 16th century can be seen on the north wall. But who built this house or lived in it at the time is unknown. A stone house belonging to a chief is also conceivable. From 1600 onwards Esens belonged to the East Frisian count. For the second half of the 17th century, the then chancellery director, the highest local official of the East Frisian count, can be proven to be the owner.

The town hall of the small East Frisian town of Esens is located in the former Heespen Palace. This was named after a previous owner, the chancellery administrator Wilhelm von Heespen (1669–1742).[1] The core of the building dates back to the 17th century. Its current appearance is the result of extensive reconstruction work carried out by von Heespen in the early 18th century.
