The Harz cliff is located on the President's Path, which leads from the Rosstrappe mountain hotel into the valley to Thale, just below the Rosstrappen hotel. From the President's Path, a staircase secured with railings leads to the cliff pulpit. The cliff is designed as a viewing point. In addition to a railing, there is a bench and a weather vane. The weather vane bears Thale's coat of arms and the inscription Thale 1993. From the Bülowhöhe there is a good view of the Bode valley and the town of Thale.

The name Bülowhöhe goes back to the Thaler chief forester Heinrich August Wilhelm von Bülow, who made the area accessible to hikers between 1815 and 1818 by creating hiking trails along the Bode and to the Rosstrappe. The use of the name Bülowhöhe is documented as early as the 1820s.
