It is probably like the "Mont Klamott" in Berlin, the pile of rubble from the houses bombed in the Second World War. It is designed as a table mountain, so it is fairly flat at the top. Small planes could possibly take off and land there. But there are no facilities for an airfield. It is located exactly in the approach path east of Nuremberg airport.
The traffic training area is at the foot of the pile of rubble.
