There is actually a place in the fence where you can loosen a small piece of wire and thereby open a passage. That's how I found it on May 9, 2024, but admittedly it was not as easy to find as one would expect from similar fences in the region. Overall, this section of the E4 in particular seems to me to have been treated very poorly in terms of marking and accessibility.

A complete idiot simply cut off the E4 hiking trail here. Completely stupid and pointless. Here you have to climb over a fence made of steel mesh.

We almost wanted to turn back but there is actually a gate in the fence that you can open, one or two meters above the path according to the GPS. This section of the E4 is much worse marked than I was used to on other sections. There are small red markings, though.
