In 1933 the camp was planned as a concentration camp. After completion in May 1934, the administration of justice took over the camp for 1000 prisoners. In September 1938, eight of the ten barracks were dismantled and spent for logistical reasons in the Palatinate.

The prisoners initially did the hardest forced labor in the moor and at the beginning of the war work in war-important enterprises and in agriculture. 1944 built the company Klatte from Bremen at the camp a plant in which prisoners u.a. Manufactured aircraft parts.

In the postwar period, initially 850 Polish exile soldiers, who had freed the Emsland under Canadian command, and Polish civilians were housed in the camp. From 1953 to 1961, the barracks served as refugee emergency shelters.
