The "strategic railway embankment" from Neuss to Rommerskirchen is part of a military rail network that was built from 1904 but never completed. Some sections are used by the railway, others are cycling and walking paths like here, others were demolished.

Under the influence of the Schlieffen Plan, a whole series of new railway lines were planned and partially built as strategic railways. The Strategic Embankment is one of them.

The planning saw i.a. proposed that a multi-track main line should be built from Wesel, bypassing Krefeld and Neuß via Rommerskirchen, Niederaußem, Horrem, Liblar and Rheinbach to Rech in the Ahr Valley, to relieve the pressure on the Rhine Valley lines and bypass the Cologne and Düsseldorf railway bottlenecks.

Construction began in 1904. After World War I, France prevented its completion in 1924. A railway embankment with bridge structures for crossing traffic was built over a length of 13 km between Holzheim (today part of Neuss) and Rommerskirchen.

Sections of the route (as a railway embankment or trough) in the Rheinbach/Meckenheim area as well as road overpasses and railway tunnels near Ahrweiler were also completed. The pillars were erected for the viaduct over the Adenbach valley near Ahrweiler. The arches had already been shuttered for concreting when further construction stopped. Rails had not yet been laid.
