In 1993, the Kaohsiung City Government erected a "Kaohsiung 228 Peace Monument" in Shoushan Park, which was later chosen for its remote location. To facilitate commemoration for future generations and to emphasize the historical significance of the February 28th incident, incumbent Mayor Ye Julan rebuilt a new monument at the current site in 2006. In 2007, Mayor Chen Ju renamed it the "Kaohsiung City February 28th Peace Memorial Park." To uphold the goal of becoming a human rights city, the Kaohsiung City Government specifically redesigned the public day and visual atmosphere in 2013, praying that the world would remember the history of blood and tears and not violate human rights again.
