Piazza Vittorio Emanuele I, where the Civic Tower stands, was the central place of the town of Lovere in the Middle Ages.

It was characterized not only by the civic tower, but also by the presence of the palace of the podestà and by public buildings of medieval origin, which for hundreds of years housed the municipal seat and the loverese magistrates (court and prisons).

In the square, the center of many notarial activities, there was the pillory and sentences were carried out, including capital sentences. It was also the center where flourishing trade took place, in particular of substances connected with the production of woolen cloths, an activity in which Lovere was particularly known and appreciated in the Renaissance.

On the civic tower, about 28 meters high, there are some frescoes that recall the different lords that dominated the town, among which a fresco with the lion, symbol of Venetian dominion, bearing the date 1442.
