It is definitely possible to go down from the Annahüttensatel to Belca with a mountain bike and the appropriate riding technique.
We went down the trail, so I don't know what the path looks like. Down by the river, the path is somewhat damaged by some mudslides. But it is definitely doable in dry weather.
It is more difficult when it rains.
