A bell tower was located above the entrance to each fortified city. Until the end of the 18th century, Rijeka was surrounded by ramparts, in which all of the city's public, cultural and economic life took place. Rijeka was entered under the "Gate of the Sea" and the "Upper Gate", which were reached via a wooden bridge over the water-filled moat. In the 17th century the tower was raised and a clock was placed on top and the name Clock Tower, Torre d' Orologio, was domesticated. The citizens of Rijeka planned meetings "sotto la torre" or "under urilla". The tower was also decorated with inscriptions, coats of arms and busts of Habsburg rulers.
