The first plans for the construction of a fortification on the eastern edge of the Herver Plateau (altitude 333), east of the village of Battice, date back to 1931. The selected location had some disadvantages. Test bores encountered a water-bearing layer, which meant that the underground passage system had to be raised higher. In addition, there was the main road Aachen - Liege and close to the edge of the railway line Montzen - Liege (Wikipedia).
