Heinrich Hirtsiefer, a native of Essen, was a German trade unionist, social politician, member of the German Center Party and deputy Prussian Prime Minister. He was arrested by the SA and SS in 1933, first taken to the Kemna concentration camp in Wuppertal-Beyenburg and later to the Börgermoor concentration camp in Emsland. Hirtsiefer died in 1941 as a result of his imprisonment in a concentration camp.

From 1921 to 1933, Hirtsiefer was a member of the Prussian State Parliament and Minister of Public Welfare. In October 1931, he was appointed permanent representative of Minister Brauns, and after Brauns's resignation in May 1932, he took over the cabinet. In March 1933, he resigned from his position as Deputy Prime Minister of Prussia. On March 22, 1933, Hirtsiefer was taken into protective custody in Essen-Altendorf, released, and arrested again on September 11. He had previously been led through Essen on a rope, with a sign around his neck reading "I am the starving Hirtsiefer."

From protective custody, Hirtsiefer was first taken to the Kemna concentration camp in Wuppertal and then to the Börgermoor concentration camp near Papenburg in the Emsland region. His sons secured his release through interventions with Hindenburg and the Apostolic Nuncio. On October 12, he was released with the condition that he not return to his hometown of Essen. He spent the last years of his life in Berlin, where he died on May 15, 1941.

"September 11, 1933: In Essen, former Center Party politician Heinrich Hirtsiefer is dragged through the streets by the SA on a rope. A jeering mob accompanies the public humiliation. Heinrich is forced to wear a sign around his neck mocking the 57-year-old for his plump figure. It reads: "I am the starving Hirtsiefer." [...] After the hours-long, humiliating march through Essen, Heinrich is finally taken into "protective custody." He is imprisoned in the Kemna concentration camp and then transferred to the Börgermoor concentration camp in Emsland, where he is severely mistreated."
