The former parliament building is now the seat of several UN secretariats. The name "Tall Eugen" was given as an ironic, tongue-in-cheek reference to the small stature of the former President of the Bundestag, Eugen Gerstenmaier.

From 1969 to 1999, Lange Eugen was the high-rise building for members of the German Bundestag, with offices for members of parliament and their employees as well as rooms for committees and a restaurant. A first high-rise building for members of parliament, which had been used "temporarily" since 1951, had previously become far too small and had to be replaced. Lange Eugen supposedly got its name in reference to the (small) Bundestag President Eugen Gerstenmaier, who was heavily involved in the construction.

The United Nations has been using the building since 2006. Since then, the Lange Eugen has been an "exterritorial area" in the middle of Germany. The UN campus, the Deutsche Welle building and the Post Tower are all in the immediate vicinity.
