The construction of Hohenwerfen Castle was a less than pleasant time for Salzburg: numerous political unrest and the Investiture Controversy made fortified structures necessary for the archbishopric, and so in 1077 Archbishop Gebhard built Hohenwerfen Castle, Hohensalzburg Fortress and the castle on the Petersberg in Friesach . These castles were probably initially simple wooden buildings, which were later generously expanded and strengthened. Only in the 15th century did Hohenwerfen reach the size of today's main castle.

At the beginning of the 16th century, the massive Peasants' War devastated the country: Hohenwerfen must have been caught unprepared by the uprisings. The peasants besieged, pillaged and destroyed large parts of the castle. After the uprising was crushed, Archbishop Matthäus Lang (1519-1540) began further expansion.
