On the western edge of the medieval center of Bergen, between the market street and the "Am Weißen Turm", there is a small moated castle, the Schelmenburg. In the Middle Ages here was the seat of the noble family of the rogues of Bergen, the castle lost increasingly its military and lordly importance. After the extinction of the noble family, the buildings were used for agriculture, until in the 1960s, parts of the city administration moved into the moated castle.

There are few architectural or archaeological sources about the time when Schelmenburg was built, due to centuries of subsequent construction. A terminus ante quem comes from the first mention of a rogue from Bergen in 1194.
