Born on December 21, 1893 on the Dwarsweg 52 polder farm in Uithuizermeeden, he grew up at 43 Hefswalsterweg from the age of three. During his work at Rijkswaterstaat, his studies showed that the weak and too low Zeeland dikes were not resistant to storm surges. That is why the Storm Flood Commission was established in 1939. Both the preliminary (1940) and the final report in 1946 described the critical condition of the Zeeland and South Holland dikes and proposed to raise the dikes as well as close the sea inlets.
Van Veen used an alternative calculation method that did not resonate everywhere: it was not believed that his calculations were correct. Despite the reports in which he described the seriousness of the situation, it was thought that things would not go so fast. For example, weekly magazine Elsevier decided in 1952 not to publish an interview with him in order not to sow 'unnecessary' panic.
Nevertheless, at the beginning of December 1952, the Study Department was commissioned to study the closure of the tidal inlets between Walcheren and Voorne. The closing order was signed on January 29, 1953. Two days later the flood disaster occurred in Zeeland.
Because Van Veens plans for the closure were already ready, the Delta Committee, which was set up in February, was already able to present the first recommendations in May 1953. The final report was sent to Parliament in December 1955. The Delta Act was passed in May 1958.
Van Veen's latest plan concerned his native region. In 1945 he investigated the hydraulic status of the Eems estuary. He came up with the idea for a seaport in Northeast Groningen. This plan also remained on the shelf for a long time. It was not picked up and worked out until 1959. He made his last trip to the Prime Minister with the plan for Eemshaven under his arm. He died in the train on the way to The Hague.
