The property at Rubensstraße 4 is the Vohwinkel town hall built in 1897/1898 by the architect Wilhelm Hüttemeister, a two-storey natural stone building made of greywacke blocks and structures made of tuff, sandstone and basalt lava. The central building with a steep gabled roof is bordered on the south by a dominant tower with four corner cores, a lantern and a curved pointed helmet, and on the north by a transept with a gabled roof, which forms a richly designed gable on the street side with a large, stained-glass tracery window.

The high-quality architecture, in which different historical architectural styles are combined with traditional local stylistic elements, makes the building an important testimony to the architecture of the time. The building also documents the development of the up-and-coming community of Vohwinkel, which only became independent in 1888 and received city rights in 1921 before being merged into the city of Wuppertal in 1929.

The historic town hall of Vohwinkel with its striking 38.50 m high tower was built in 1897-1898 according to plans by Wilhelm Hüttenmeister. At that time, the building on Rubensstraße was the town hall of the city of Vohwinkel. Today Vohwinkel is a district of Wuppertal.

On March 19, 1891, the municipal council decided to purchase a plot of land for the construction of a town hall on what was then Kirchstrasse (today Rubensstrasse). In the autumn of 1898 the house could be partially used and on May 18, 1899 the first municipal council meeting took place in the completed town hall. Between 1903 and April 1904, the town hall was expanded with a rear extension. In 1904, the municipality bought the property behind the town hall up to Wilhelmstrasse (today Spitzwegstrasse) in order to be able to further enlarge the town hall if necessary. But these plans were discarded; today the vehicle halls of the volunteer fire brigade and a parking lot are located on this area.

The town hall served as the seat of the municipal administration, a savings bank, the official residence of the mayor and a police prison. Today the building is used for the Vohwinkel district administration office with district representation, social service, residents' registration office, city library and, since the end of 2007, also for the Vohwinkel volunteer fire brigade.
