This monument stands at the very end (or beginning) of the Rambla Nova, at what is known as the "Balcó del Mediterrani," or "Balcony to the Mediterranean." According to www.tarragonaturisme.cat, it is almost obligatory for the residents of Tarragona to stroll along the Rambla and perform the ritual of "tocar ferro" (touching the iron) at the balcony overlooking the Mediterranean. This involves a leisurely walk to the iron railing, designed by Ramon Salas i Ricomà in 1889. Before its construction, a wall stood here, shortening the "Passeig de les Palmeres" with a cliff separating the usable land from the sea. The name "Balcony" is attributed to Emili Castelar, President of the First Spanish Republic, who bestowed this name upon it during his visit in 1863.
