Following the devastating catastrophe of the Second World War, with its millions of victims among soldiers and civilians, the first President of the Federal Republic of Germany, Theodor Heuss, said in his address at the opening of the first new war cemetery in Weeze on the Lower Rhine in 1950: "Those who rest in the graves are waiting for us, for all of us. They don't want us to loudly call them 'heroes.' They fought for us, they faltered, they suffered, they died for us. They were human beings like us. But when we stand in silence at the crosses, we hear their voices, now composed: 'See to it, you who are still alive, that peace remains, peace among people, peace among nations.'"
