One of the largest and most important collections of works of art in France – outside of Paris – can be found in the Musée des Beaux-Arts in Rouen. Even today, the Palais de Justice remains one of the nerve centres of the French judiciary, as it houses the Cour de cassation (Court of Cassation), the highest court of ordinary jurisdiction. The Cour d’Appel de Paris (Court of Appeal) of Paris is also located here, as is the Tribunal de Grande Instance. The immediate proximity to the Direction régionale de la police judiciaire de la Préfecture de police, which occupies the buildings on the Quai des Orfèvres, facilitates communication between the executive and the judiciary.

During the Restoration, the Palais de Justice took on a new dimension, when trials became as important as political debates. New offices were created and the space soon became insufficient, so construction work began. The July Monarchy ordered a further extension of the palace. Jean-Nicolas Huyot was commissioned to complete the extension with a majestic building. In 1840, after Huyot's death, Louis Joseph Duc and Honoré Daumet were appointed to complete the project. King Louis Philippe did not live to see its completion in office; that was left to Napoleon III - but only towards the end of his reign: the finishing work was underway when the Second Empire collapsed. A fire on May 24, 1871, at the time of the Paris Commune, destroyed almost a quarter of a century of work. Years later, Daumet (Duc had died in 1879) was appointed architect for the palace, and reconstruction began in 1883.

When King Charles V decided to exchange the Palais de la Cité for the Hôtel Saint-Paul, he housed his administration in the abandoned palace: the Parlement, the Chambre des comptes (Court of Auditors) and the Chancellery. In 1776, under King Louis XVI, the parts of the building between the Conciergerie and the Sainte-Chapelle were destroyed by fire. The façade on the Cour de Mai, the main entrance to the palace, was reconstructed between 1783 and 1786. During the French Revolution, from April 6, 1793 to May 31, 1795, the palace was the seat of the Revolutionary Tribunal.
