Built on a portal, the town hall rises above the public space and asserts itself in the spotlight. The assembly hall, also placed on a plinth, is on the same level as the church.

This layout dates back to the former Halle Scabinale (Hall of the Sacred Heart). In 1888, the building was rebuilt according to the plans of the architect Paul Demany. The basic structure was preserved, while the facades were adorned with decorative elements inspired by the architectural history of the Land of Liège, reminiscent of the 17th century.

It is said that the citizens of Clermont "marry in the street." This claim originates from the fact that Clermont's first town hall and the wedding hall located therein were almost at ground level with the street leading past the building.

In earlier times, the town hall also served as a courtroom. An intrinsic part of this was therefore a jail cell.

The Place de la Halle in Clermont-sur-Berwinne is often presented as a homogeneous architectural ensemble that offers the opportunity to discover the different styles that have followed one another in these regions.
In 1888, the old town hall was demolished. And a new ensemble was built that aims to pleasantly recreate the situation at the time of the Mosan Renaissance. The turret is new: it is called "La poivrière".
Underneath it is a sculpted shield representing Saint James the Elder. The old building was already used as a courtroom and meeting place for municipal authorities.
