From Wikipedia:
From 1888 onwards, a park for the city of Bonn was created on the wooded Venusberg, which is now overgrown again and is the oldest part of the Bonn city forest. Promenade paths, benches and huts were laid out in the 49 hectare park, which was formerly known as the Kaiser Park or Kaiser Wilhelm Park. The completion of the work on the park was the erection of the monument to Kaiser Wilhelm I.

This monument commemorates Kaiser Wilhelm I (1797 - 1888) and was inaugurated more than 120 years ago - on March 23, 1897. The monument was built on the occasion of his 100th birthday and bears the inscription: "The city of Bonn dedicated this grove to the memory of Kaiser Wilhelm I." It's easy to confuse the person honored with this monument, as two emperors bore this name during the - historically speaking, very short - existence of the German Empire. The memorial honors Kaiser Wilhelm I, who created the German Empire in 1871 (after winning the war against France) and became the first emperor of a united Germany.
