In 2005, the city of Karlsruhe donated the Square of Fundamental Rights to the Federal Constitutional Court as part of its bid to become European Capital of Culture in 2010. The city council decided to install the signs on the square between the Zirkel and the castle, thus declaring this place the Square of Fundamental Rights. A second version of these signs was installed at various locations throughout Karlsruhe.
