The construction of an observation tower on the Hutungsberg was already planned in 1879/1880. In 1902, the Neugersdorf entrepreneur Julius Hoffmann and the Natural Science Association of Neugersdorf initiated the building in honor of Chancellor Otto von Bismarck, who died in 1898 and was revered primarily for his role in the founding of the Reich in 1871. Hoffmann donated 12,000 marks, the total construction costs were 20,000 marks.
The Bismarck Tower was designed as an observation tower with a fire bowl by the Neugersdorf master builder Hermann Mihan, who was also responsible for the construction work.
Building materials were weatherproof sandstone from the Waltersdorf quarries, basalt stone for the foundation and brickwork for the interior cladding. The structure of the tower has a fourfold structure:
a quadrangular substructure (with a square ground plan and an inner diameter of 2.8 m)

a round seated bodice
an exit hut on the platform with a round, solidly built-in brazier (1.45 m diameter, 0.45 m depth, made of copper sheet)
The platform ends with a sandstone parapet 1.05 m high.
