Arnold IV, Count of Loon, is an important figure in the history of the city of Hasselt. In 1232, he confirmed Hasselt's city rights in a charter of freedom. In doing so, he ratified the city rights of Liège and all other rights and freedoms that his predecessors had granted to the 'Villa' or 'Domain' of Hasselt at the end of the 12th century. To rightfully call itself a 'city,' a settlement had to meet at least two essential conditions: there had to be a 'market' and protective 'city walls.'
