The tower was built in 1998 for the World Expo 98. True to the motto of Expo 98 (“The Oceans: A Legacy for the Future”), the tower is intended as a memorial to the seafarer Vasco da Gama and expresses the ties between the Portuguese and the sea: the base extends into the Tejo like a ship's bow inside, the steel construction represents the sail of a caravel, the tower body (with the panoramic restaurant) is like a mast with a lookout.

Designed by architects Nick Jacobs and Leonor Janeiro, it dominates the landscape of this waterfront area.
