At the time of the Second World War, the angle bunker was also popularly known as "concrete cigar" or "sugar loaf". This construction, developed by Leo Winkel in 1934, with the steeply sloping roof, was a bunker, most of which is above ground. The unusual shape was intended to offer a small target area for bombs and, if hit, ensure a slide without an explosion. It was completed in 1939 and, with its five floors at a height of 15 meters, offered shelter for a total of 168 people, mainly employees of the industrial and military administration.

The corner bunker of the former royal powder factory was built in 1933. The conical shape of the bunker was developed by Leo Winkel (1885-1981) and was intended to repel bombs. It served mainly as an air raid shelter and can accommodate 168 people.

Leo Winkler was born on September 15, 1885, in Cologne. After completing his architectural studies, Winkler worked as a civil engineer for the Union Deutscher Kaiser & Bergbau before joining August Thyssen AG in Duisburg in 1916.
In the early 1930s, inspired by Italian campanile architecture, Winkler began experimenting with the concept of an above-ground air raid shelter, which would improve its protection capabilities through its shape and form alone. At that time, most bunkers were built underground, and this fact, combined with often unpredictable construction costs and times, made above-ground bunkers an attractive alternative.
