A klopotetz is a windmill whose components produce a rattling noise and thus keep the birds away from the vineyards. This is particularly important when the grapes are ripe! The word originally comes from Slovenian (derived from "klopótec" for "rattle") and here you can see a nice example of it!

Wonderful, these Styrian scarecrows. Wiki says:
It consists of a windmill with a shaft and beaters, which are supposed to keep the birds away from the vineyards with their rhythmic rattling when the grapes are ripe. The name comes from Slovenian: klopótec, meaning "rattle". In the Slovenian and in the Austrian dictionary it is called the Klapotetz, in southern Styria it is called the Klapotetz, probably derived from "the windmill".
