The old town hall on today's Niederwall has been the official seat of the mayor since 1904. Around 1,000 symbolic and pictorial representations testify to the importance of the building as a municipal building, calendar building and stone teaching building of Christian Freemasonry.

Except for the tower, the town hall remained undestroyed during the Second World War. Mainly planned by the town planning officer Ritscher, the architectural style is a reception of Romanesque, Gothic and Renaissance architecture.

On the ground floor, a model shows the city of Bielefeld around 1650. Also noteworthy are the fountain with Neptune as the planet of fate (mascaron) and the planet Venus (shell) as the patroness of marriage and all lovers.
